Can you do it permanently or does it have to be in game every game?

You have to do it every time. There is no way to save it.

I hate this. Back in Madden ‘05 you could set your depth chart and substitutions (of course that was franchise mode). You could set who each person on your kickoff team was so that you could mix in your heavy tacklers AND speedsters to get down there and make a quick tackle.

I don’t see how it would he so he’s to sub into the game mode an option like that in the menus of Team Building.

Thanks for the replies. I thought i remembered setting substitutions in an older game. I don't remember doing kick-offs and stuff though. That'd be nice. I put a hb as my fb1 for when people squib kick so i can still possibly get some yards instead of diving to avoid a fumble.
