nah cookies are softer and more baked than Oreos. I would feel safer calling them somewhere between a candy and a cookie perhaps? But not not a candy

if you rule an oreo candy because of how crisp it is and since other cookies are softer. then that is calling so many cookies that are clearly cookies because of the factor of them being baked to be harder
