Legend, 

At the end of the bidding period, does the highest bid at exactly 9:00 PM win the auction?

If there is a bidding war at the end and bidding goes beyond 9:00 PM, is there a certain amount of time allowed between bids before the action is ended and any late bidders would have their bid rejected?

This is spelled out in the rules. We wait for a full minute with no bids before we close it. So yes, it often goes past the end time.
