I'm not an artist at all but GIMP is free and I've heard good things, never used it myself though. Some of the actual artists in here might be able to help a bit more.

Yep, GIMP is awesome, I used it for many of my designs before I got photoshop. It is a little complicated, so I recommend you start with Pixlr X, then move to Pixlr E, which is a little more advanced, and then you can use Photopea and Gimp once you get a hang of some of the graphic things

GIMP for desktop, but for iPad (like me most of the time) I used Pixlr for a while and it got me by

Photopea hands down, pretty much 1 - 1 with photoshop and is free, and no download either.
