I want to start using different  stragedy cards...but my cards go down at speed for CBs from 99 to 98 or 97. Is there  really a different between 97 and 99 speed? Like 98 speed hits another threshold or something? Would like to concentrate the boost to other areas on the field

Yes there is a notable difference in 99 and 97 speed on offense and  defense.

For speed there's no threshold where there's a big jump in gameplay when you reach a certain speed, but each +1 in speed makes a difference. Personally, I would keep your speed strategy cards until your CBs can all reach 99 speed without them just because of how important speed is in madden.
