I know why, it's the kicker and punter, and no one will be able to reach it until we get a 99 kicker and punter, which it's very doubtful

You’re right, it’s because of K and P. But there is a strat card called “The Leg” and it gives +3 ovr to K and P.

Most people don’t use it because they are using their other strat cards to get their team to 99 o and d
