maybe it’s something like the legends and their ltd reduxes the reduxes are the same card stat wise as the powerup if you add the normal boss legend so you probably could add the 98 to the power up and. have the same card stat wise as the 99 ltd gronk

Nope, not even close. The 98 is way worse than the 99 stat wise.

Yes you can use the 99 pass. You still have to buy the 98 in the store or use 36k training for the 98 spot in the power up path.
