I notice a few of these Zero Chill cards have close to 99 speed with boosts but they left the acceleration around 90.

The acceleration stat as far as I know is how fast the player actually reaches their top speed so the higher the better. As far as I know it doesn't have a threshold unless someone wants to correct me?
Yes. 95 speed with 90 acceleration will get caught from behind by a pursuing defender with 87 speed and 94 acceleration if they haven’t cleared the line of scrimmage or get a clean RAC animation
the flip side is also true. A player with 87 speed and 94 acc might break away faster but get chased down from behind eventually.

Would you rather have a guy who its 95 speed 97 accel or 97 speed 92 accel?

Depends on the position/player. I prefer my defenders in the box to have more acceleration to close in on drags/runs.
no matter how much of what has been said it true is a good question, but undoubably every year speed is absolute king.. Don't let anyone tell you differently. If given an option, you'd always take speed (especially on a skill position) over accel.
