I got legend power ups pretty much everywhere as backups to have the chem.
Also, if you completed your objectives for the Hispanic Heritage players, you can have 4 more players with legend chem for free.
Campus Heroes were also a good program at the start of the year for the legend purpose, and most of them are cheap right now… I’d say to fill out the team with as much power ups as possible though, since you can earn them for free through the solo challenges
