Why do cards like Charles Woodson and Ronnie Lott get most feard card art without having a most feared card? (To my knowledge)

They gave some players different card art for most feared. I know they gave one to Vick and some others.

Others do as well, like Kam, Cam, and some others. I think it’s cool though

O yeah i love it to, most feard is best art in-game IMO, i just want to know how to know which cards have it
