I just got a 98 William The Fridge Perry. 

Is he worth the power up?

What are the best abilities to run on him?

If you have coins and training to spare then you should power him up and put inside stuff on him

I didnt do the power up. I put inside stuff for 1 ap, which is a steal, and I had a ton of AP left over, so I got El Toro to go along with it.
