Best free 98 Toty card to get? Sugar Rush strat card question.

First off does the Sugar Rush strat card affect all players or just the SR players? With +2spd and acc it would be pretty powerful if it affects all cards. 

I just got around to doing all the Toty solos and am wondering who the best 98ovr BND card to pick? I have about a 96ovr team and have about 6-7m coins that i have ready to upgrade with and will be spending some coins soon to catch up since I haven't been playing much mut the past month or so. I'm leaning towards picking Derwin since I'm still running Hendricks at SS and Prez as my sub/Lb. I could also pick one of the offensive linemen though and they all look great. I still have to do a ton of solos and the aka solos for my BND AKA player. Just trying to see who all the consensus best players are especially out of the free 98ovr TOTY pack. I run a legends TT and thought about switching to a 49ers one but at this point it really doesn't matter much since most cards will reach 99spd.

I chose Derwin when I completed the solos and he has played incredible for me as a Sub Linebacker and a user.

The Sugar Rush strat card does affect all players. Don't quicksell the Journeyman strat though, because the Sugar Rush strat will be downgraded on 4/13
