I would argue Stafford and rodgers

 behind them it’s a pretty big tie. Check out easy breezys god stack list. Maybe you don’t run HRM, Fearless or Gunslinger (you should be running SFL or PLE no matter what)

if you aren’t, I encourage you to try them on a QB who gets them for good AP but hey it’s a game play how you want man!

He also throws a loose spiral and can make some passes more difficult than they would be with Tebow who is clutch and has the tight spiral.
