Henry, probably. Depends what you're looking for. His X-Factor is OP though.

i was thinking him but what abilities would I run on him. I don’t throw to rb much so I would only use him for running

Then Henry is your man. Put Angry Runs on him and Persistent.

THIS^^ -- Barkley is almost certainly a better pure runner, as Henry is too heavy (246+ pounds?) to get the good juke move, which is amazing. However, much to my chagrin, this game is all about abilities and that Angry Runs + Persistent is absolutely nasty, can remain active for much of the game and becomes difficult to stop, or even slow down. No question, Henry is THE best RB in the game, IMO.

I mean, if you're not running Set Feet Lead on yer QB, yer probably doing it wrong. Unless you literally never pass the ball, but velocity abilities remain THE premier, literally game-changing ability in the game. So that's 4AP. Plus you'll probably want either Gift Wrapped or Gunslinger, perhaps both.
Ultimately it's your call. At a certain point it might be better to have 1AP invested into a secondary back, or if you plan to run Henry as your work horse featured back, you may want to give him some type of stamina boost, otherwise you'll be stuck cycling through the various "Packages" options in between plays trying to glitch the stamina stuff to quickly restore it via manual means.
Typically, if the player/card has a high enough juke move stat, you might not even need that Jukebox. With Henry you should be running over people, not trying to avoid them. Although, please take anything i say with a grain of salt, i'm still using Dri Archer. I pissed away my meager MUT fortune chasing that Henry LTD, but was never able to acquire him, despite my efforts. So it's difficult for me to actually guide you here, if the investment in Jukebox (even at 1AP) is truly worth it.

Depends. I think that's a waste of AP. If your opponent stops your running game and you need to throw, you really need SFL , gift-wrapped, and.possibly.gunslinger which would not allow enough AP left to put all 3.abilities on Henry
