These are important questions op. Two people's idea of what a budget player is can be very different.
I think a good place to start when looking for budget players is the lower ovr versions of higher ovr cards. So that's legends, aka, and all madden. For example, 85 ovr charles woodson and ken riley are some of the better CBs around 25k. These players might not be the best players at their position in that price range. But I think they're a good baseline to compare to.
I also like using the filters to set a price and sorting by speed for skill positions. The fastest player at any given price is usually going to be one of the better options.

My view of budget is anything lower than the set pieces of current highest overall. Current highest overalls are 91 set pieces are 88s. So I would say 87s and lower at 85k and under. Just curious if anyone has found any cards that play well enough to keep up with the top end cards. Sometimes there are well balanced cards with the right mix of attributes that play beyond what they should.

Would Dave Robinson Redux count? Still ~220k but seems like a bargain now with his coverages.

My first purchase after redux opened... Got Dave for 240k to replace Foyesade at LOLB.
I was excited to finally be able to get dave, I played a ton of games w/ him over the weekend and he did absolutely nothing for me, not a single play. I've been having luck w/ almost all the 87 ovr cards for some reason, they have all been getting crazy animations for me, even more'so than anything over 87.

When I think of budget beasts it's usually low level cards in promos that play above their stats. TOTW Mostert when he was released.
A bunch of full legends that are kinda outdated are pretty cheap and I would say are "budget beasts"
