It's not a feature I pay a ton of attention to, but here is my understanding:
Pass rush points basically equal one pass rush move. It can be CPU pass rush moves or user pass rush moves. Each time a player performs a pass rush move, one point is used. They slowly regenerate over the course of the game. Better players start with more pass rush points and have a higher maximum number of points they can have.
There are abilities that modify how pass rush points work. For example, B.O.G.O. says "Defenders with this ability are granted a free pass rush move once per play after spending a pass rush point".
In my opinion it's something to pay more attention to if you user your defensive line since it has a big impact on how many moves you can perform and when. The CPU players will just kind of do their best on their own.
If there are any defensive line pass rush experts out there, feel free to correct me.

What is the max rush points can a player have?
I'm not 100% on the point system totals; bUT have noticed that you better follow those ability decription to the letter. When defensive rally says add point to all linemen on 3/4th down, it doesn't care that your edge ruhers are OLBs. I've been using 2X/0 with B.O.G.O and Instant Rebate to replenish it on my Randy Gregory card. He's in my opponents backfield so much that he has them set him up a mailbox while he grabs the big plate at the dinner table.
