Chems/abilities

Mainly chems, is there a quick reference/cliff notes for how they work? I usually dont go out of my way to get them (and to a lesser extent even abilities) because I dont understand them. Chems seem more complicated then they used to be when i did pay attention to them back when they were still a fairly new feature. 

Just for example almost none of my players are currently "boosted" right now. Only CH RG3 and CH Adoree Jackson are. While CH Sean Taylor (same program/same chem?) Is not? I dont get it.

Did you activate the CH chem?

That might be part of my issue lol im not sure if activated them. Didnt know you had to for chems. But either way dont know why two campus heroes guys are boosted and the third isnt, thats the most confusing part. And like i said back in the day i remember a good number of people getting boosted even without you trying or paying attention, youd never max any chem out that way but some little ones here and there just by coincidentally having some of the same chems organically that doesnt seem to happen anymore.
