Should I get cfb or Madden? I would like to get both but I can only get one so I am torn between cfb and Madden. Which one should I choose?

Which games modes do you prefer? If it's Ultimate Team, probably M25. If you are more into the Franchise/Dynasty/Super Star or other potentially offline or custom modes, then College might be the way to go.
I've barely played College (around ~10 hours or so into CFB and probably 10-15 hours into M25 beta), but it does not have to support last generation of consoles (PS4, etc.) so i have a feeling that overall the game will play and perform better, generally speaking. Hopefully M25 is the very last generation that will have to support these older consoles, as well -- although they both use the same outdated Frostbite game engine.
CUT had some pretty fierce bugs or glitches early on that basically wrecked the entire economy, or allowed a small handful of die-hard early adopters to get WAY ahead, making it nearly impossible for others to compete in online H2H play. Word on the street is that EA didn't want to potentially risk scaring off their most dedicated followers, so they basically did nothing or took no actions to try and correct things. As such, it'll be quite some time before regular players such as myself might be able to get 90 OVR players. M25 is yet another reskin of M24, with the "new" / updated playbook art and such. Hopefully many of the quality of life improvements, liek custom route stems and Switch Stick, etc. will be part of M25, even if they aren't ready when the game launches in a couple weeks.
The presentation in CFB is really slick. I honestly don't care one bit about mascots and crowd noise and whatever, but that might be fun for some folks. You can definitely tell they invested the most Dev time and resources into that stuff, making it somewhat unique. I wish they'd spend equivalent time making the actual gameplay fair, balanced and hopefully competitive, but I know i'm pissing into the wind hoping for that day to come. There are surely limits to what can be achieved with a game engine that first released back during the early PS3 era.
Imagine what a modern football title could be if build in Unreal Engine 5 or something that feels liek it's part of the 21st century. Not sure if any of this helps make your decision, but i have limited experience across both. Maybe save your cash and purchase both (on sale for $35) around Black Friday.

get madden unless you really want to play college football specifically for dynasty mode. in my opinion gameplay for cfb just has not been great. the hype will die out a month after mut content starts getting released and you will probably be able to get it on a sale closer to the holidays if you really want to try it
If you like UT, then Madden…too many college players to keep up with
I’ve played a fair bit of CUT and it’s awful, the defense is non existent, the card art is terrible, the content is the worst I‘be ever seen from an ultimate team launch.
Road to glory is boring and repetitive.
Dynasty is great though and head and shoulders above Madden franchise.
so as others have said, if you’re an ultimate team guy then M25 100%, franchise I’d go CFB25.
