Maybe they want to see the tone of the "community feedback"  they're always talking about so they can decide how many times to crash the servers Thursday.

I believe it's a new program this year. The name of the program gives us some insight into what it might contain content wise. That content will probably be players that are aimed to address specific holes on theme teams. 

This is just personal speculation but I would not be surprised if all 32 teams get at least one card by the end of this program. I'm hoping all 32 teams get one 99.
