Did they make the GT ability token exchange set ×2 redeemable now?

I know alot of people have complained that we get only two GT ability tokens that we can use but I just noticed that the GT token exchange set is able to be redeemed twice so that's 4 total GT tokens we can get? I don't know if its always been like that or if they just changed it recently but it seems like we can get at least 4 GT ability tokens.
