just power him up. Revis 99 doesn't get pats chems unless you power him up

Both 99 and 94 versions of Revis come equipped with Jets chem only. The 94 version is not Power Up eligible but the 99 LTD version is. You need Revis's Power Up in order to change his team chemistry to Patriots.

Also, with power ups team chemistry is available to change after the very first upgrade, so you don't need to power him up all the way to a 99 in order to choose which of his team chems you want. For only 64 training you can assign any of his team chems, although this only gets his power up to an 80 overall, so there are still several more cards and a whole lot of training needed to get his power up to a 99. If his 99 card is too expensive for you, you can power him up to a 97 for a little over 225k coins:
