As of today, the game has officially been out for 3 weeks (not counting early access) and the team captains still can't be upgraded beyond 83 OVR. What is going on??

I wish I knew. They gave a lot of objectives at the drop of the program, but they need to get these guys up to speed asap.
89-90 are the highest players right now? I would expect to be able to get at least one captain up to 87 or 88 OVR. They were consistent about keeping them 2 OVR behind the highest until 99 OVR's were out. And the 83 OVR is a poor 83 (low strength, low speed, etc.).
