I believe it determines the first push the defender does when engaging with a blocker during a run or pass play. It affects that first push, but not the actual pass rush or block shed after that.
I think it comes into play when a player is yards away from a player. Blockshed determines the dice roll when players interact immediately.
An example is a LB playing off the ball looking for “work” in the open field vs him lined up on the line. The first will use impact block to determine the win in interactions, the second would use blockshed.
