Will Justin Herbert get HRM at the third tier on a theme team? With awareness boost? Or does he only unlock that ability fully PU’d? Thanks in advance!

Theme team and strat item boosts do not help players unlock abilities, unfortunately. For HRM, Herbert needs to reach 90 OVR and 90 AWR. At his 91 OVR tier, he meets the OVR threshold but is still only 88 AWR.
Short answer: PU Herbert needs to be fully upgraded before he can get HRM.
