EA has nothing to do with picking the winners. It's done programmatically. They only provide the cards.

The raffles system uses a random number generator (Python's RNG library) to draw the winner. If you have 10 tickets in a raffle with 100 total tickets sold, you have a 10% chance of winning. The drawing is done automatically by the server. The mod team has no influence over the drawing. It's about as simple and straight-forward as it could be.
