You're complaining about theme team overalls in a HISTORIC format. This in no way reflects what EA thinks of the current Bills outside of the fact that it's damn impressive that they literally are one former player, Edmunds, away from being a natural 80. Teams that have strong histories will naturally have strong theme teams, same with teams that give up on players "fast", as the only requirements to make a theme team (excluding captains and other niche scenarios like the AFC East Team Builders Captain from last year) are to have played at least 1 regular season or post-season snap and to have an 80+ ovr card.
Wasn't trying to bait you. And yes, at the time I wrote this, I didn't think about Legends boosting some teams. With that, I could see the 49ers, Cowboys, and Steelers having a slight advantage.
However, even with low level legends out the gate, I still think their overall team rating is low. They are considered a top 5 rated team for both performance and depth.
