Basically you can make any player a 99 that is not currently retired, and they have a card in the game currently.

In the past you couldn’t make Kickers, Punters, or offensive linemen. Had to be a player that has a card, but not a made up player like Escape the Artist last year. I also thought that you could not choose a Combine Card this year.
