Was looking at picking up Warner or Willis to user and help stop the run. Was considering selling my CB3 (Fuller), moving NTL from the slot back outside, and one of my current LBs to slot corner. Is there any penalty for running safeties at CB? Run a zone blitz scheme. Thanks!
Meh, you're better off with larger heavier CB's.
Height and weight are king. You want 6'2 or over 200 pounds. If you can get both great job.
I set up an all safety DB setup a while ago. Two main problems.
1. Press. Especially on flats they were a liability.
2. AGI/COD makes them slow to respond to cuts in routes. We have SS/FS that are more nimble but they're smaller than the CB's they're replacing.

What defense do you run? And do you run a 50/50 Panthers TT
I'm currently using pola Mao and Chinn at cb1/cb2 w NTL at slot. They have 95+ press and good stats all around while being heavy hitters.also have Kam at fs and Neal at ss with Warner and Woodson at sublb.

I run a zone scheme out of the 46 playbook. Switch it up a lot between cover 2, 3, and 4 with zone blitzes and the occasional man blitz sprinkled in. Works very well as a bend don't break system. Yes, run 50/50 panthers. linked my full team below.
My primary alignment right now is nickel with Peppers and Poyer over top, Chinn and Pola at LB, NTL in the slot, Deion + Fuller outside. Line is Reggie, Brown, Madden, Maniac from left to right. If I grab Willis I think I'd move Chinn to slot CB, Willis to SubLB1, NTL to the outside, and get rid of Fuller (probably replace him with 97 Bradberry to free up another non-Panther slot.

I run a 50/50 Panthers TT. Primary defense is Big nickel over G. Peppers and Chinn up top. If you have the sugar rush Strat and gold panthers Strat Peppers will be 98 SPD 99 ACC. In the box I use Palo Mao, and ryan Neal. Dion sanders on the outside along with Rasul. That’s because I have Comp Pass Keith Taylor Jr in the nickel position/Slot corner position
