Would it matter to have 99 play rec?

It's all relative. If your player has 98 prc, you probably don't need a boost to 99. If your player has 92 prc, you probably want to boost it.

Not really, just have above 95 or 96 really

yea for stats like play rec I just try to get them on the better half of 95 but if they aren't its no big deal cuz my chemistries boost it like 7 points
