I can understand the argument that it is but I for one have spent hundreds less this year than the last 3 years of mut. I have been running only three theme this year (Ravens , then Raiders And Finally Packers) . 95 percent of the team has been players who get the team chem. I have beat players with absolute god squads and lost to player who seem to be little to no money spent. I find that great schemes and gun tight glitches are responsible for more of my losses than just expensive players (I'm average at best) .

I'll agree that a vast majority of the time the player with a better scheme wins. At the same time, if both players are around the same skill level the player with the better team has the advantage.
I'll agree that scheme is greater than team. But I think there is a caveat, namely that your team needs to be good enough to execute the scheme. I believe that player acquisition is where some would consider MUT pay to win.
You can definitely have a good enough team to compete as a NMS player if you have the time to put in the work for it. But for those who aren't willing to put in the time to grind this game, they probably do need to spend money to be competitive. This is why, I consider mut at least partially pay to win
In my entire Madden life, I have paid for 3 packs (back in 21) and all 3 had far better pulls than anything I've ever got as a NMS player. Maybe that's a coincidence.
In 23 I had a decent side about a month into starting but didn't buy the game until March and my team is now 97/98 and more than competitive in H2H. I guess that if you want to load up on players with all this free AP then you'll need to buy packs which is exactly why EA dropped it to 6 so, it's a bit of both - getting a good team NMS requires quite a bit of grinding but isn't that tricky; having a 'God Squad' full of shiny Gold 99's takes $$.
At the end of the day though, that $$ doesn't guarantee success.
Short answer: Yes, but you still need to know what your doing. If you answered no, your in denial.
MUT is geared to benefit those who are willing to spend cash on the game. It's how EA makes most of their money. Most of the store offers cost more than the game itself.
Scheme matters more though. I beat plenty of people with a much worse team before I managed to be on at the time of two pack errors and got enough coins to upgrade my team.
Def your playing skill matters more. Not pay to win though I spent $0 on the game this year and my team is 98 ovr with 3 million in the bank. And I started in january
Absolutely not needed to compete. Maybe your team might not be as stacked, but a great player can take a half decent team and wipe the floor with an average player Who has a great team.
This year more than any it’s been possible to compete with lower OVR players, there are even 93 players who get 0 AP abilities and thus still useable Even at this stage of the game. Add in the pack glitches where EA essentially gave out millions in free coins and this has probably been the best year to be an NMS player.
To have a great team as an NMS player you really have to grind for it but it’s definitely possible. If you really think this game is pay to win, then you have the exact mindset EA wants you to have.
