I guess what I’m asking is it worth it to power up?
example: if I have TOTY Justin Jefferson, is that the same as if I leveled up his power up and used the TOTY as the last card?
i don’t want to waste training. Plus I have a theme team Vikings so the TOTY is already a 99. Is it worth it?
BTW I got the TOTY card to 99 by TT + short route and deep route strategy.
Powering up gives a +1 to every attribute of the player's top card (up to a maximum of 99). So, Jefferson's power up can get to a 97 overall when his 96 TOTY or a 96 power-up pass is used.
Unless you don't have anywhere else you'd like to spend the training, it probably isn't worth powering him up. Generally the reasons to power a card up are:
1) to select a different theme team (ie selecting the Seahawks for Jerry Rice since neither his 96 nor 99 are equipped with Seahawks chem);
2) to get theme team credit at a player's secondary position. Not all players even secondary positions (and I doubt Jefferson does), but some do, such as a LOLB also getting chem at ROLB, or a SS getting team chem at FS. Bruce Matthews can play any position on the O-line for my Titans theme team.
3) unlocking a specific ability/ getting an attribute above a threshold. Not super common, but before his 98 OVR came out I used powered up Randall Cunningham because his Bo Knows card couldn't get Gunslinger, but he could if powered up.
4) Sometimes it can be cheaper to power up a card and use a power up pass, or upgrade a player to just below their top card, rather than spending a ton of coins on the top card. The attributes won't be as good as the top card, but in some cases you may not even notice a difference in play.

Another example: let's say you wanted to add HB Cordarrelle Patterson to your team. His 96 TOTY (95 SPD, 94 ACC, etc) only has Falcons chem. If you powered him up to a 97, you could equip Vikings chem so he adds to and benefits from your theme team, and he'd have 96 SPD, 95 ACC, etc before theme team and strat card boosts.
OOP cards (like CB Cordarrelle) and Golden Tickets don't have power ups and should be able to get chems of any team they played for as-is.
Perfect thanks. Yea spending 25k training probably isn’t worth it
he’s already 99 spd and acc they way it’s set up now. Getting an extra +1 special catch or jump isn’t really moving the needle for me.

This is EXACTLY what happens, but with one exception. When you power up an LTD Legend (or it’s Redux) it will NOT change any stats. Instead, power up the Boss Legend card, and it will have the same stats as the LTD.

Great point! The LTD Legends/Redux (regular Legends, not Ultimate Legends) are equivalent to fully powering up the boss Legend. Typically the boss legend powered up is cheaper (including the cost of training) than the LTD/Redux, but that may not always be the case, so check prices/availability. The boss Legend, LTD version, or Redux version can all be used for that step of the powerup, so go with the cheapest option if they have card(s) beyond their Legend card.
