I don't recall any +4 strat card other than the Legendary In The Zone which adds +4 to ZC.

I think the highest man is +3 and the lock bonus is +1 which is what I run

Ball Hawk and you need 2 components of lock.  So you are right there is no +4 man but there is a way to get it.
