Is throw power like speed or is it threshold driven like other stats?

Alright, nerd alert for me going down this rabbit hole but here we go...

If a corner has 86 zone coverage vs 87 zone coverage, the difference on the field is marginal because the threshold is 85 and then there will be a notable difference again if one hits 90 vs 89. Speed on field isnt driven by thresholds though so an 87 speed guy plays faster than an 86 guy.

Is throw power like the zone coverage example or the speed example?

from what i’ve heard it’s an attribute like speed where every point makes a difference.

Good to know. I'm asking because I am debating which strategy card to use. I have the pass blocking and throw power cards but both of my tackles hit the 85 pass block and pass block power threshold so the gain is probably only marginal whereas Levis could be 91 throw power with the strat card.
