Is vernon davis in the UL token exchange set?

Im trying my best to build my washington theme team and wanna know if it be better to buy/make  vernon davis and get ST21 in the token exchange or vice versa

Buy Vernon and use the token set on Sean Taylor

Sean taylor is slightly more expensive so if the extra coins matter get him from the set. That said I believe the set gives a bnd player. If that's the case the set. Go with the one you think will be on your team longer as if you plan to sell one down the line it should be the one you don't want long term.

I don't think it matters who he wants long term cuz they are auctionable
