Given that he's a 99, he might be very difficult to pull. I honestly think you'd have to open well over 100 mystery packs to realistically pull him maybe even more than 1000

No reason hed be that rare, there were 40+ combine LTDs posted within the first minute of phase one when it dropped

Idk if he's in packs or not. It's very possible he isn't. All I'm saying is that I wouldn't expect him in 40 packs even if he is.
Combine LTDs had the benefit of store offers and combine packs which guarantee you a combine player. Some offers also had pretty decent odds of giving out an LTD. I'm not seeing in packs in the store that would help you pull him.
Honestly, I wouldn't be surprised if he is this rare. I've seen similar things happen with GTs if there aren't any tvps or store offers.

I swear he aint in packs rn bro, Combine promo dropped mid day on Thursday, a lot more people are on later in the afternoon, those 40 combine LTDs were on the PC auction house right away.
