Of course it depends on budget and what kind of offense you’re running. 

monk is the best but you may need to wait before he is in your price range.

I rank Monk above Irvin but Julio is better than both IMO.

Didn't like IIrvin, sold him. Monk.has incredible traits , same. Height as Julio, faster, etc.

My WR core is Carmichael,  Juliio, Monk, Rice,  Hester, Megatron. I also have Plax, B Marsh and a few others in the binder just in case.

Carmichael is still a must-play at 6'8"
