Does anybody know why the BB strategy card that boosts 87-95 BBs doesn't boost the 94 Ricky Williams?

The 94 Ricky isn't LTD, but the 98 is ... I'm asking about the 94 though.

Rickys 94 is made becuase of the 98, and the 98 gets no chems, so the 94s get no chems
