If you know the difference then you should know which one is better, assuming AP cost is the same. SFL only works when QB’s feet are set, PLE has the same effect but also works when throwing on the run. 
 

If SFL is cheaper then go with SFL, but if cost is the same then PLE is better as it’s a better ability overall.
