Hard to compare a QB to a CB. Really depends on your team, theme, etc. If you like a running QB with a slow release, and who gets the team chems that RG3 does, then go get RG3 and put gunslinger on him to speed up that generic 3 release.

If you want a tall CB who has zero good traits but has very good speed and coverage stats, go get Woolen.

I have both. Woolen has been incredibly inconsistent for me. One play he will be spectacular and the next he will stand there while the receiver runs right around him. RG3 has fumbled in every game I used him in.....and his release is very slow unless you put slinger on him

Woolen simply because I need at least 3 CBs on the field all the time. RG3 is good, but I can't find comparable QBs to him no problem since I don't scramble with my QB.
