If you have a ravens TT and put TSizzle as backup LOLB to get his team chem on and also have him a starting LE/RE in game would he get the added TT strength speed accel ect when playing End?

The way you worded that is confusing. If youre asking can you play him OOP and still get his chem boost by having him as a backup at his natural position, the answer is yes.
If you want him ONLY at a diff position hed need to have that secondary position and youd have to buy it with training and set it up that way.
Like I do with Ghost LT, i have him at RE but paid the training and equipped it so he gets all the chem he would get at his natural OLB position without even having him on the depth chart there.

He will be playing RE and as backup LOLB on lineup for the team chem. My question was when hes playing in game then at RE would get still get the added strength speed accel jump ect or only playing as LOLB would he get it

The quick and easy answer is YES.
Even if you ONLY put him at RE he would still receive any TT boosts and applicable strategy card boosts. He just wouldn’t contribute to team chem count (I.e. 25/50 Ravens or whatever).
Each player’s attributes are determined by your lineup. The attributes don’t suddenly change in game when you move them to a different position.
