TJ and Minkah need cards but who else really would need a champion level card at this point except maybe Cam. 

The only Steelers really worthy of a champion OVR card (based on play this year and name value) that don't have one recently would be TJ, Minkah, Muth, Pickens and Najee.

Cam wouldn't be an exciting card.

Benton has a recent upgrade.

Larry O same as Cam and not champion worthy.

Highsmith needs one

TJ definitely needs one.

Queen has an 87

Roberts has an 87

Holcomb injured and has an 86 god knows why

Wilson rookie not 90 worthy yet

Jackson not 90 worthy

JPJ has a 89

Minkah needs one

Elliott has an 84 upgrade so thats the excuse EA would use.
