I am told that both these abilities are really good, but short out is better for man coverage. I am looking to get the new Reed and I also have Kirk and Cheetah. I want to run deep out and short in on Reed, but it might not fit my offensive AP since I have Kirk with both short in and short out. Do I just give Kirk the free short out and also have Ceedee for the free short in? Just don't know what to do.

I’d run at least 1 short out elite because if you’re certain your opponent is running single high press man, it’s an automatic touchdown if you put your outside receiver on a streak.
Other than that, short in is still a better ability.

Short in and Short out are designed to get separation from man coverage.
Short in is going to activate more on TE’s and slot receivers. Short out will activate more on outside receivers.
Separation from man coverage is all about where the route breaks, not where the route ends.
When you get into Mid/Deep route abilities they also activate based on where the route breaks but they can help just as much by activating when the catch is attempted.
