I believe it is based on the teams official history essentially what the teams and the NFL have agreed to. Oilers records and history moved with the Titans. The Texans are a new team and they didn’t get the Oilers records and history.

For example, I believe the Browns history was returned to the league when the team moved to Baltimore as part of the deal. Once the Browns came back, they got their history and records.
