i feel like since theres already a flashback promo every yearthey should just keep TOTW to current NFL player imo. Theres no reason for "flashback TOTW cards."

Not really. They picked the player. Even way back when it was still the same type style when they did full team TOTW.
You had a master, then a step down then a few steps down and the fillers. It doesnt take the place of anyone. Two people could have amazing games but if one has a 90 and the other is an 85 theyll take the lower one. Your only hope would be that they would be so low they take the step down so instead of the 92 currently theyd get the 88 or whatever it is.

No. As previously stated, there hasn't been a loss of active players as a result of having historic players in the same promo.
You might have also noticed that there hasn't been any Flashback promo so far this year. So that part of your point is disproven, for now at least.

I agree with OP. Never thought there should be flashback TOTW. If anything, double the amount of current players. Quite honestly, why is it that hard to just give one card to every team that wins each week? These are virtual cards and not that difficult to make. The lack of current players in MUT overall is what kills the content for me.
