It's fine to be disappointed but I think it's just the reality of the situation that it has to be this way.
People would be mad if their favorite legend was one of the lower ovr cards and not a 95. Plus EA probably isn't going to try and get the rights of some smaller name retired players to only be the filler cards of the promo. So that really only leaves current players from past super bowl.
