I don't spend money for packs but if I was going to I would go for the special offers 3 pack platinum for 1900 points or put that money back and hold off for the Thanksgiving promo which will be here before you know it. I am sure there will be some deals for that promo as well. Just my opinion.
As some have said, if you really are only going to spend $25 on the game then definitely wait for platinum pack deals....that will give you coins and then you can use them however you want

Anytime i've done the platinum packs I have gotten really lucky and pulled at least one 83-84+ ovr. There was a few times where I pulled a few. Others may not have had such luck, but it's been fruitful for me.
