how do you know which cards can be stacked?

As long as the 2 cards are not IDENTICAL, they can stack. You can have 2 of the same named version of a strategy item, like 2 "In the Zone" items on defense. They key is to make sure at least 1 of the bolded boosts at the bottom is different between the 2 items.
Let's pretend we're trying to stack 2 "In the Zone" items:
+SPD, +MCV and +SPD, +TAK = Can stack the SPD boost because they are considered to be different items
+SPD, + MCV and +SPD, +MCV = Can NOT stack because they are identical items
I know it can be confusing, but hopefully that helps clear it up.
What happens if they are Identical? For example I have 2 Run Stuffs can they stack?
Are your Run Stuffs common, uncommon (green border), or rare (blue border)?
Commons do not stack, Uncommons stack if the bottom stat boost (in bold) is different between the 2 cards, and Rares will stack if at least 1 of the bottom 2 stat boosts (in bold) is different between the 2 cards.
IDK what Run Stuff boosts, but here's a made-up example of whether 2 rare cards would stack:
Card 1: +BSH, +IBL, + STA, +PUR, +IBL
Card 2: +BSH, +IBL, +STA, +PUR, +IBL. These will NOT stack because all the the boosted attributes are identical between the 2 cards. When identical, only 1 of the cards boosts your players instead of both, so these 2 cards combined would only give +1 BSH, +1 IBL, +1 STA, +1 PUR, +1 IBL to the position(s) they indicate.
Card 1: +BSH, +IBL, +STA, +PUR, +IBLĀ
Card 2: +BSH, +IBL, +STA, +PMV, +IBL. These WILL stack because at least one of the boosted attributes is different between the 2 cards. The position(s) in your lineup will get +2 BSH, +2 IBL, +2 STA, +1 PUR, +1 PMV, +2 IBL.
Strat cards can also be upgraded, but the principle above always applies: at least one of the attributes on the card has to be different in order for the boosts to be added together, regardless of whether either of them has been upgraded.
