TD sets , cards from other teams needed??? Is this a bug?

I'm doing some of these sets and noticing that for the Jags on its taking LT, Pat Pete, Chris McAlister....cards that aren't and weren't Jags....is this a bug?????

Yeah the way they have the sets now and last season isnt what I remembered for TD sets in the past. Not really a fan of how they did it this year especially
