94 is the max. 

They have not been upgraded to 95 yet.

94 is still the max. I think the OPs question is why is it still 94?  I posted about this last week.  Through the whole season, Captains have been automatically updated to be 1 OVR behind the top non-Ltd cards.  Last week, they did not when we went to 96 OVRs.  They didn’t today either.

I checked recently, after acquiring the most recent TC token, my Jordan Reed and Frank Gore were both max at 94, no available upgrade slots to the best of my knowledge.  People are unreliable narrators, even if/when they mean well.
