I don't necessarily think OVR is the best measure of how effective your team is because it depends on your scheme etc.

I count origami have a 99 OVR.O and D, I have 20+ cards at 99 between them and another 2 that are 99s as specialists.. I start some 98s over 99s because of abilities.and how they fit my scheme
